PROBLEM TO BE SOLVED: To enable an issuer of electronic value to acquire a distribution state of the electronic value.

SOLUTION: The electronic value distribution system is provided with a user portable terminal 102 capable of storing the electronic value, an electronic value distributing device 104 capable of sending and receiving the electronic value to and from the user portable terminal, and an electronic value issuing server 114 which issues the electronic value to the user portable terminal 102, and the electronic value distributing device acquires a user identifier from the user portable terminal having sent or received the electronic value, and the identifier of the user having sent the electronic value, the identifier of the user having received the electronic value, and information regarding the sent and received electronic value are transmitted to the electronic value issuing server.
