PROBLEM TO BE SOLVED: To prevent a TFT 20 from being electrically broken down and from performing poorly due to an electric charge stored for a long time, and to suppress the shrinkage and warpage occurring on the plastic base 11. SOLUTION: An active matrix substrate 10 comprises the base 11 made of a plastic material, and a plurality of TFTs 20 which are disposed on one side of the base 11 in a matrix state and connected to signal wirings. An inorganic dielectric 12 is provided on both sides of the substrate 11.
