PROBLEM TO BE SOLVED: To provide a blasting excavation method and a blasting device of a low environmental load capable of reducing an amount of a residue having a substance resulting from a priming material, and capable of reducing a noise in blasting. SOLUTION: A plurality of units 15 constituted of a detonating fuse 5 inside a drilled hole 6 and an explosive (detonator dynamite 2) is provided to connect the respective units 15 with a detonating fuse 14 laid on a ground surface, Transmitters 13 having connectors 9 in both ends of a primer tube 10 are connected to one or more of portions of the detonating fuse 14 laid on the ground surface, the connector of the transmitter 13 has a time delay means, and carries out the blasting stepwise using a nonelectric type initiation means.
