PROBLEM TO BE SOLVED: To provide a material for an organic EL element allowing formation of an electron block layer for the purpose of increasing recombination efficiency of a hole and an electron even for a high polymer type organic EL element; to provide an organic EL element using the material for an organic EL element and improved in element characteristics such as luminance, luminous efficiency, and a life characteristic; and to provide its manufacturing method. SOLUTION: This material for an organic electroluminescent element material is a material for forming an electron block layer in an organic EL element and is characterized by being an organic silicon compound having an SiO bond at least after solidification. This organic electroluminescent element is provided, on a substrate, with at least a positive electrode, a luminescent layer containing an organic material and a negative electrode, and is characterized by that the electron block layer containing the organic silicon compound having the SiO bond is formed, at least after solidification, only between the luminescent layer and the positive electrode.
