PROBLEM TO BE SOLVED: To easily manufacture a heat exchanger provided with a plurality of refrigerant tubes with a heat-transfer fin on an outer peripheral in a housing. SOLUTION: A cold storage heat exchanger 11 is equipped with the housing 15 filled with a cold storage material 13, the plurality of refrigerant tubes 17, parallely extending in the housing, in which refrigerant flows and the heat-transfer fin 27 provided on the outer peripheral of each refrigerant tube 17 to expand heat-transfer area. In addition, a guide rib 31 for extending from a tip end of the heat-transfer fin 27 to a side in a perpendicular direction to a longitudinal axial line of the refrigerant tube 17 is provided along the tip end of the heat-transfer fin 27.
