PROBLEM TO BE SOLVED: To provide a water-retentive horizontal wall structure of a building which effectively lowers external and internal temperatures of the building and suppresses heat island phenomenon though it is produced at low cost and easily maintained. SOLUTION: The horizontal outer wall structure becomes an exposed uppermost floor, balcony or the like in the building, and has impermeable layers 2, 3 provided with a plurality of recesses 20, 20.... at an upper surface of the layer 2 and a permeable layer 1 provided on these layers. This permeable layer 1 forms a surface of the horizontal outer wall. The horizontal outer wall structure further has a water storage tank 4 for storing rain water or the like, a drain means 5, 50 for discharging the water from the water storage tank 4, and a temperature sensor 6 for detecting temperature of the surface of the horizontal outer wall.
