<p><P>PROBLEM TO BE SOLVED: To speedily shut off gas leakage from a conduit in a place apart from a damaged part of the conduit to facilitate continuous learning of technology for a pump supplying a shutting-off material and maintenance. <P>SOLUTION: A gas meter G communicating with the damaged conduit D buried under a road R and attached to an inner pipe N extending on the ground, and an end part Nu of the inner pipe N is opened. A hardening material 7 and a solidifying material 3 having flowability are supplied into the inner pipe N from the opened end part Nu of the inner pipe N by a first supply pump 10 and a second supply pump 20. The solidifying material 3 and the hardening material 7 are mixed while flowing onto the damaged conduit D side in the inner pipe N, are gradually hardened, flow into the conduit D, are further hardened, and are deposited in the conduit D to shut off the conduit D. The solidifying material 3 and the hardening material 7 have flowability.
