PROBLEM TO BE SOLVED: To provide a producing apparatus producing a balanced multiple wavelength optical frequency comb from multiple wavelength light including a plurality of light waves having wavelengths different from each other using an optical waveguide type modulator. SOLUTION: The producing apparatus producing the balanced multiple wavelength optical frequency comb has a substrate, an optical modulator having a waveguide for multiple wavelength light and an electrode for modulation, and light reflection film bodies provided at incident and emitting ends of the optical modulator. In the optical waveguide, a plurality (m) of optical waveguide parts for making a plurality (m) of light waves having wavelengthsλ<SB>1</SB>,λ<SB>2</SB>, ...,λ<SB>m</SB>different from each other incident are formed, these waveguide parts have effective refractive indices substantially equal to each other and optical path lengths L<SB>1</SB>, L<SB>2</SB>, ..., L<SB>m</SB>thereof are set so that free spectral spaces FSR<SB>1</SB>, FSR<SB>2</SB>, ..., FSR<SB>m</SB>corresponding to the plurality of light waves which are made incident are made nearly equal to the integer multiple not less than one time of the minimum value thereof. The light reflection film provided at the light incidence end passes through the total light waves and reflects total light reflected from the light emission end, the light reflection film body provided at the light emission end reflects and passes through the total light waves from the light incident end and the optical frequency comb of each light wave is produced in good balance in the optical wave guide part.
