PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing an embossed sheet capable of accurately transferring an embossing pattern, a method for manufacturing the embossed sheet, and the embossed sheet. SOLUTION: An embossing plate 23 on the surface of which the embossing pattern is formed and a sheet 21 to be transferred are fed between at least a pair of metal rolls 141 and 142 on which an endless belt 11 is hung, and an elastic body-coated roll 15 oppositely arranged to the pair of the metal rolls 141 and 142 through the endless belt 11. The pair of the metal rolls 141 and 142 are simultaneously brought into press contact with the elastic body-coated roll 15 through the endless belt 11, and the face pressure between each of the metal rolls 141 and 142 and the elastic body-coated roll 15 is≥20 N/mm<SP>2</SP>.
