PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which contains a polyester resin as a principal component of a binder resin and satisfies low-temperature fixability, hot offset resistance, prevention of the occurrence of fogging, preservable property, and fixability to a recording material at a high level and creates high safety. SOLUTION: In forming an image on a recording material with the image forming apparatus 100 including an image forming section 1, a recording medium supplying section 2, an image fixing section 3, and a controller 4, the electrostatic charge image developing toner which includes the binder resin mainly containing a coloring agent and a polyester resin, and in which the polyester resin is obtained by condensation polymerization of a polyol component and a polycarboxylic acid component in the presence of titanate of diols, the diols include≥3C diols and the insoluble content to tetrahydrofuran included in the binder resin is 10 to 50wt% of the total amount of the binder resin is used as the electrostatic charge image developing toner.
