PROBLEM TO BE SOLVED: To provide an image forming apparatus which is capable of outputting an image of superior image quality to a heat developable photosensitive material in various environments and has high stability. SOLUTION: The image forming apparatus is provided with an exposure means of forming a latent image on the heat developable photosensitive material, a heat developing means of heating and developing the heat developable photosensitive material, a temperature distribution moderating means of making uniform the temperature distribution of the heat developing means, and a cooling means of cooling the heat developable photosensitive material, and has a temperature detecting means, a humidity detecting means, a temperature history file, a humidity history file, a heat development condition table in which a temperature history, a humidity history, and heat development conditions of the heat developing means are previously set, and a heat development condition determining means of determining a condition of at least one of the development temperature and heat development time of the heat developing means by reference to the temperature history file, humidity history file, and heat development condition table.
