PROBLEM TO BE SOLVED: To reduce emission at the time of starting an internal combustion engine. SOLUTION: Fuel injection supply from a fuel injection valve according to various physical quantity in relation to an intake air passage of each cylinder of the internal combustion engine at a time of start is delayed (S108) until intake air pressure gets to a predetermined value or less (S107) at a time of start of cranking for starting the internal combustion engine (S103). Intake air pressure at a time of fuel injection supply from the fuel injection valve is increased as compared with conventional one and rotation speed at a time of start is increased. Consequently, atomization of fuel injected and supplied from the fuel injection valve is improved and combustion is improved, especially HC (hydrocarbon) in exhaust gas at a time of start is reduced. Even at a time of cold start in which exhaust emission control by three-way catalyst installed in the exhaust passage of the internal combustion engine can not be expected, emission is reduced by improvement effect of combustion.
