An optical resonator includes: resonating means having a coming-in side reflection film (93) and a going-out side reflection film (94) which are arranged parallel to each other and resonating the light coming via the coming-in side reflection film (93); a waveguide (12) formed to penetrate from the coming-in side reflection film (93) to the going-out side reflection film (94) for propagation of the resonated light; a substrate (11) for forming the waveguide (12) from the upper surface; and a first protection member (86) and a second protection member (87) corresponding to the material of the substrate (11). The protection members are arranged above the waveguide (12) in such a manner that at least one end face forms the same planes (91, 92) as the first end face (84) and the second end face (85) of the substrate (11) including the light coming-in end or light going-out end in the waveguide (12) and the coming-in side reflection film (93) and the going-out side reflection film (94) are adhered respectively to the planes (91, 92) where they are formed.
