<P>PROBLEM TO BE SOLVED: To provide an image coder, capable of calculating a target information amount of each coding method and distributing the amount so as to optimize an information amount generated by coding I, P, and B pictures in terms of image quality, in response to the visual characteristics of a coding object image. <P>SOLUTION: The image coding apparatus includes an image characteristic arithmetic section 16 for receiving a coding object image comprising a plurality of frame images arranged on a time axis and obtaining an image characteristic parameter, denoting a visual characteristic of the coding object image; and an object information amount arithmetic section 17 for discriminating the effect of an information amount, caused by the coding using each coding method for the I, P, and B pictures on the image quality of the coding object image including the characteristics denoted by the image characteristic parameter and calculating the object information amount to be assigned to each coding method, in response to the result of the discrimination; and the image coding apparatus executes coding for the coding object image by the target information amount, calculated by the object information amount arithmetic section 17. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
