PROBLEM TO BE SOLVED: To provide a photocatalyst for water treatment which has an excellent reactivity in ultraviolet rays and visible light, and is excellently durable and corrosion resistant and is easily recovered and a manufacturing method of the same. SOLUTION: The catalyst that has magnetic particles and a photocatalyst layer, wherein the photocatalyst layer contains a photocatalyst expressed by the general formula TiX<SB>x</SB>O<SB>2-x</SB>(wherein, X: at least one kind of S, C, N, x: number of moles of X, 0<x), or the general formula Ti<SB>1-y</SB>M<SB>y</SB>O<SB>2</SB>(wherein, M: metal, y: number of moles of metal, 0<y), and a barrier layer is interposed between the photocatalyst layer and the magnetic particles.
