PROBLEM TO BE SOLVED: To accelerate AD conversion processing in a solid-state image pickup device mounted with an AD converting device on one and the same chip. SOLUTION: A clock converting part 23 for generating a clock CLK3 faster than a master clock CLK0 is included. A voltage comparing part 252 compares a pixel signal inputted via a vertical signal line 19 with reference voltage RAMP for each row control line 15 and generates a pulse signal having magnitude in a time axis direction corresponding to each size of a reset component and a signal component. A counter part 254 counts the width of the pulse signal by a clock CK0 generated on the basis of the clock CLK3 until the comparison completion of the voltage comparing part 252 and stores a count value at the time of the comparison completion. In a communication/timing control part 20, at a first time, the voltage comparing part 252 compares reset components and the counter part 254 performs downcounting and on the other hand, at a second time, the voltage comparing part 252 compares signal components and the counter part 254 controls so as to perform upcounting.
