PROBLEM TO BE SOLVED: To select an initial vector for improving the detecting precision of moving vectors by a gradient method. SOLUTION: The "S" of a block Bt under consideration indicates that a shift initial vector SV is used as an initial candidate vector. The "C" of a block on the left of the block Bt under consideration indicates that the current vector CV of the block of the current frame t is used as the initial candidate vector. When it is judged that the past vector PV of the block of the past frame t-1 is similar to the shift initial vector SV of the block, the "P/S" of a block on the lower right of the block Bt under consideration indicates that the past vector PV is used as the initial candidate vector, and when the past vector PV is different from the shift initial vector SV, it indicates that the shift initial vector SV is used as the initial candidate vector.
