PROBLEM TO BE SOLVED: To provide a heating element structure formed by fixing and holding a heating element made of soft carbon fiber so as to efficiently radiate heat in compliance with the shape of various enveloping glass tubes, capable of preventing the enveloping glass tube from breakage caused by thermal distortion. SOLUTION: The heating element 1, composed of a plurality of bundled or twisted carbon fibers; and a flexible insertion body 4 composed of a plurality of transparent or translucent glass insertions 3 fitted to the outside of the heating element tied in a row, having a hole part 2, into which the heating element is inserted; are inserted into a hollow chamber 5 of the enveloping glass tube 6 which is in a state of vacuum, or in which, inert gas is sealed. The glass insertions 3 are formed into a cylinder shape. A conductive elastic member 7 electrically connected to an external power source is connected to either end part of the heating element 1.
