摘要 <p>MPEG decoders (14A and 14B) decode encoded streams (STAand STB) in a section to be re-encoded provided near a splicing point. A splicing controller (13) calculates a target amount of codes which does not cause a VBV buffer to be broken when an MPEG encoder (16) performs re- encoding and the exclusively possessed amount of data is discontinuous, and sets new quantization characteristics by utilizing the calculated target amount of codes and the quantization characteristics of the encoded streams (STAand STB). An MPEG encoder (15) re- encodes video data in accordance with the new quantization characteristics and outputs the re-encoded video data as a re-encoded stream (STRE). A splicing controller (13) controls a switch (17) to output one of the encoded streams (STAand STB) and the re- encoded stream STRE.</p>
