PROBLEM TO BE SOLVED: To improve detection precision of a moving vector more as to an image processor which converts the frame frequency of an image. SOLUTION: An intercept arithmetic part 623 calculates an intercept of a straight line consisting of points corresponding to groups of components of movement in a 1st direction and components of movement in a 2nd direction as to pixels meeting the condition that luminance is constant in a coordinate system including the movement in the 1st direction as a 1st axis and the movement in the 2nd direction as a 2nd axis based upon the gradient of a specified pixel of a block of interest on a frame in the 1st direction and the gradient of the specified pixel in the 2nd direction, and a gradient of the specified pixel in a time direction. A intercept position decision part 624 decides whether the specified pixel is sued for specified arithmetic processing for detecting the moving vector of a pixel of interest in the block of interest.
