PROBLEM TO BE SOLVED: To determine a retrieval request transmission system for decentralized information retrieval while taking the number and load states of retrieving devices into consideration and to enable efficient information transmission increasing the processing throughput of the decentralized information retrieval. SOLUTION: A retrieval request from a retrieval request sending source is received (S7000), the retrieval request transmission system is dynamically selected in accordance with states of the number, loads, etc., of a plurality of retrieving devices under control (S7001), and retrieval request information generated from the retrieval request is distributed to the plurality of retrieving device by the selected retrieval request transmission system (S7002, S7003).
