PROBLEM TO BE SOLVED: To easily manufacture a cleaning sheet. SOLUTION: An unwinding roller 25 and a winding roller 26 are provided, and a fixing roller 17a being a fixing device 17, a pressure receiving roller 17b, a lead roller 17c and a storage layer 17d are arranged between these rollers. A master roll R<SB>1</SB>of a base sheet 13 is installed on the unwinding roller 25, and the tip is wound on the winding roller 26 by inserting the base sheet 13 between the fixing roller 17a and the pressure receiving roller 17b. Next, the unwinding roller 25, the winding roller 26, the fixing roller 17a and the pressure receiving roller 17b are rotated. Then, the base sheet 13 unwound from the master roll R<SB>1</SB>contacts with the fixing roller 17a in a fixing area B, and resin is fixed, and becomes a synthetic sheet 18, to be wound on the winding roller 26.
