PROBLEM TO BE SOLVED: To provide a monitoring device and method for detecting the fraudulent opening of a door. SOLUTION: When a cam 161 rotates, the rotation is transmitted to a connection 173 from a hole 161b through the projecting portion 173a of the connection 173. In response thereto, the connection 173 rotates on a shaft, and a masking portion 173c gets into the groove of an unlocking sensor 174b or a resetting sensor 174c with the rotation of a key, masks light emitted from a light-emitting portion provided in the groove and prevents the light from getting detected by a light-receiving portion 192. At that time, since the light-receiving portion 192 of the unlocking sensor 174b or the reset sensor 174c cannot detect light, considers that an unlocking or resetting operation is made, detects an unlocking detection signal or a resetting signal. When the unlocking detection signal is undetectable, if the opening of the door is detected, the opening is regarded as a fraudulent opening and a fraudulent opening signal is sent.
