PROBLEM TO BE SOLVED: To provide a tobacco filter that has high absorption capacity and a compact structure. SOLUTION: The filter for tobacco is produced by a fragmentizing machine in which activated carbon fiber fabric web is rewound from a roll and supplied to the fragmentizing machine and dispersed as filaments or particles. These fine pieces are collected by a first unit in the form of a continuous flow and conveyed upward through the top output of a second path to another unit having a slidable and air-permeable sucking belt. The sucking belt holds the rising filaments or particles by sucking and forms gradually into a continuous stream, then the continuous stream is released into an inlet opening of a unit that is equipped with a forming beam. A paper band is wound around the continuous stream along the beam so that a continuous filter rod is formed. Finally, the continuous filter rod is cut into sticks by passing through a rotary cutter and the sticks provide individual filter plugs each of which may be attached to a cigarette.
