PROBLEM TO BE SOLVED: To provide an encoding device capable of efficient compression utilizing wavelet transformation. SOLUTION: The device consists of a converting means for generating a conversion signal by wavelet transformation corresponding to input data, and a compressing means for encoding the conversion signal to acquire data in which the input data are compressed. The converting means includes a means for dividing the input data using at least one filter to acquire a coefficient sequence. The compressing means includes a means for setting the coefficient sequence in order to a plurality of bit planes from the highest order bit; and a means for encoding a coefficient whose first significant bit is not proved for the bit planes, and encoding then a coefficients whose first significant bit is proved.
