PROBLEM TO BE SOLVED: To conveniently and safely encode electronic data with optional kinds of electronic data such as image data and music data, as decoding key data. SOLUTION: There are provided: a means 120 for accepting the input of the electronic data to be concealed; a means 130 for accepting the input of the electronic data that become key information when the electronic data subjected to distributed encoding are in decoding; a means 140 for dividing the inputted concealed data and the decoding key data into blocks having fixed lengths or shorter; a means 150 for generating a dispersion function by determining a variable value in the dispersion function for generating dispersion data so that one of encoded data subjected to dispersed generation becomes the decoding key data; a means 160 for allowing one of or a plurality of encoded data subjected to dispersed generation by the dispersion function to the electronic data to be concealed; and a means 170 for outputting one of or the plurality of encoded data in single encoded data or the plurality of encoded data, or the combination of them.
