PROBLEM TO BE SOLVED: To quickly and easily notify the occurrence of an emergency and to stably operate a system by load distribution. SOLUTION: This urgency communication system comprises a sender unit 31 for notifying the occurrence of an emergency and distributing voice information or image information about the situation of the emergency via a network, a managing device 30 for receiving the notification of the occurrence of the emergency from the sender unit 31 and making notification that includes the address of the sender unit 31 at the time of notifying a receiver 32 (33) of the notification, and the receiver 32 (33) for transmitting a distribution request to a sender unit 31 corresponding to the received address of the sender unit 31 and receiving the distribution of voice or image information of the situation about the occurrence of the emergency from the sender unit 31 via the network 90.
