PROBLEM TO BE SOLVED: To provide a method to generate a public long code mask. SOLUTION: The method generates the code mask to encode a transmission through a traffic channel on the basis of at least one frequency differentiator to indicate a frequency range, at least one bandwidth class differentiator to indicate a bandwidth class, and at least one traffic channel differentiator to indicate the traffic channel.
