PROBLEM TO BE SOLVED: To provide "a satellite positioning system and a navigation system" capable of restraining a position skip of a positioning position in satellite positioning. SOLUTION: When a great difference exceeding a threshold value Thd exists in a distance LS between a position P1 found by the satellite positioning based on a propagation lag of a received radio wave from a GPS satellite, by a GPS receiver 4, in a time T=1, and a position P0 found by the satellite positioning by a GPS receiver 4, in a time T=0 therebefore, this time positioning position is found finally based on a velocity vector V0 found based on a Doppler shift generated in the received radio wave from the GPS satellite, by the GPS receiver 4, in the time T=0 using the satellite positioning position as the positioning position, and based on the last positioning position, in positioning (T=1, 2) during the first period hereafter. This time positioning position is found based on a velocity vector V found by the GPS receiver 4 in a corresponding time and the last positioning position, in positioning (T=3, 4) during the second period thereafter.
