PROBLEM TO BE SOLVED: To solve the problem of providing a temporary stacking mechanism that issues retained tickets one by one after temporarily retaining a plurality of tickets inserted: wherein retaining a number of tickets necessitates a long path for retention and conveyance and a feed mechanism such as a separation mechanism for the purpose of issuing the retained tickets one by one, leading to an increase in size of a device and more complex mechanisms. SOLUTION: When a plurality of media inserted are retained, the media are retained as they are arranged in a staggered fashion in a retaining part. When the media retained are issued, the media caught in a feed roller are issued one by one. The remaining media retained are conveyed at a time. One medium is caught in the feed roller and the next medium is issued. This system makes it possible to shorten a conveyance path for temporary stacking, without making the mechanisms complex.
