PROBLEM TO BE SOLVED: To perform a temporary welding while easily confirming the level and angle of a hole of a welding flange at the time of attaching the welding flange. SOLUTION: Metal fittings for fixing a round steel that is a shaft to both ends of a level gauge are attached to the level gauge, and two same pins fitted to the flange are attached to the shaft, screws of the fittings attached to both ends of the level gauge and screws of the position where the shaft are inserted are fastened to fix the whole body, and the pins fitted to the holes of the flange are inserted to confirm the level of the flange and the irregularities between the flange and the steel pipe.
