A proton conductor which comprises a base, an acid substance, and a basic substance, wherein the acid substance has protons, at least part of the protons are in the state of being dissociated by the basic substance, and at least either of the acid substance and the basic substance has been fixed to a surface of the base. At least part of the acid substance and at least part of the basic substance may be a polymer. The base can be, e.g., a powder or a porous object having pores or through-holes. At least either of the acid substance and the basic substance can be, e.g., an organic compound having a hydrophilic part and a hydrophobic part in the molecule.
