<P>PROBLEM TO BE SOLVED: To provide a metal-adaptive simple-structured radio IC tag, etc. which causes a plane-circuit-resonance with an incident radio signal to increase the communication distance. <P>SOLUTION: A ground conductor 2 is formed on the back of a dielectric board 1, and a patch conductor 3 is formed on its front surface. The patch conductor 3 has open boundaries at both ends of two mutually perpendicular resonance axes to resonate in plane circuit at two mutually different resonance frequencies, has two resonance axes having mutually different lengths so that the phase of a communication frequency set up between the two frequencies shifts by substantially 45° from the first resonance frequency in resonance phase characteristics with the first resonance axis, and also shifts by substantially 45° from the second resonance frequency in resonance phase characteristics with the second resonance axis.
