PROBLEM TO BE SOLVED: To integrate a thermooptic effect type optical circuit whose optical characteristics deterioration is suppressed. SOLUTION: An optical waveguide element which is constituted by forming an optical circuit 10a by connecting a couple of branch cores 18 and 19 between an input core 12 and an output core 13, arranging a plurality of optical circuits 10a and 10b, etc., on the same substrate 11, forming a clad 22 covering the plurality of optical circuits 10a and 10b, etc., providing heater metal films 23 and 24 on a surface of the clad 22 above the couple of branch cores 18 and 19, and providing a metal film electrode 31 connected to the heater metal film 23 on the same film 23 in each optical circuit 10a on the surface of the clad 22, and varying the refractive index of the branch core 18 on the side of the heater metal film 23 supplied with electric power to control the intensity and phase of signal light is characterized in that the metal film electrode 31 is formed above except the input and output cores 12 and 13 and branch cores 18 and 19.
