PROBLEM TO BE SOLVED: To provide a method of driving a plasma display panel and a plasma display device that can perform stable address discharge even if a pulse width becomes narrow when a single scan on a high-resolution panel which has many scanning lines and uses an address signal with a narrow pulse width is made. SOLUTION: The driving method includes the stages of: dividing a plurality of scan electrodes into a plurality of groups having a 1st group and a 2nd group during an address period and applying a 1st scan voltage V<SB>SCL1</SB>to at least one scan electrode Y<SB>1</SB>in the 1st group; applying a 2nd scan voltage V<SB>SCL2</SB>succeeding the 1st scan voltage; applying the 1st scan voltage V<SB>SCL1</SB>to at least one scan electrode Y<SB>2</SB>of the 2nd group while the 2nd scan voltage is applied to the scan electrode Y<SB>1</SB>; and applying the 2nd scan voltage V<SB>SCL2</SB>successively to the 1st scan voltage.
