PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner having excellent electrostatic charge stability and excellent image characteristics for a long period of time, and a method for manufacturing the same. SOLUTION: In the electrostatic charge image developing toner composed of core particles including at least a resin and coating layers on the surfaces of the core particles, when the amount of the residual surfactant on the toner surface is defined as (a) and the amount of the residual surfactant over the entire part of the toner as (b), it is specified to be 0.1 < (a)/(b) <0.9 and (b)≤1 mass%.
