PROBLEM TO BE SOLVED: To provide a traffic information generation system for accurately deciding congestion in simple configurations. SOLUTION: This traffic information generation system is provided with a vehicle information collecting means 21 for collecting vehicle information including information related with the location of a vehicle and a time, a congestion information calculation unit setting means 32 for setting calculation units for calculating the congestion information of the vehicle according to a speed acquired from the vehicle information and a congestion information generating means 33 for calculating the mean speed of the vehicle for every calculation unit set by the congestion information calculation unit setting means 32, and for outputting the congestion information. Thus, when the speed is low, the congestion information calculation unit is shortened, and when the speed is fast, the congestion information calculation unit is lengthened so that the congestion information can be generated by the optimal calculation unit according to the speed. Thus, it is possible to smooth factors irrelevant to such congestion as wait at a stoplight, and to accurately specify the tail end of congestion. COPYRIGHT: (C)2006,JPO&NCIPI
