PROBLEM TO BE SOLVED: To diminish toner dust at the periphery of a circuit pattern and to sharply form a circuit pattern, when a circuit pattern is formed on a board by electrophotographic system. SOLUTION: In an image forming apparatus, development contrast is controlled by a high-voltage control section 27 to adjust a toner height on a photoreceptor 1 to be 12-40μm; dust on the periphery of a pattern image of wiring in a wiring pattern formed on a glass-epoxy substrate is reduced; and with respect to the glass-epoxy substrate with the obtained wiring is subjected to electroless copper plating which uses copper particles 10 as core, exposed from the surface of a resin 11 of a hardened toner to ensure the electrical conductivity of the wiring (pattern information) formed on the glass-epoxy substrate.
