PROBLEM TO BE SOLVED: To easily defrost a heating tower in a water-cooled heat pump system. SOLUTION: Under the condition where a heat pump 20 is operated, a supply of a brine from the heat pump 20 to the heating tower 10a or the like required to be defrosted is stopped when an outside temperature is a temperature capable of defrosting the heating tower 10a or the like with outside air or more, a fan 11a or the like of the heating tower 10a or the like is driven to defrost the heating tower 10a or the like, the supply of the brine from the heat pump 20 to the heating tower 10a or the like required to be defrosted is stopped when the outside temperature is less than the temperature capable of defrosting the heating tower 10a or the like with the outside air, a circulation route is formed to circulate the brine in a brine pipe line separated from the heat pump 20 to the heating tower 10a or the like, and the brine in the circulation route is heated and circulated to the heating tower 10a or the like to defrost the heating tower 10a or the like.
