PROBLEM TO BE SOLVED: To provide a vibration-proof device capable of reducing the dispersion of strength among products by accurately positioning the rotating direction of a cylindrical member, and reducing the working cost by simplifying the positioning work in the rotating direction. SOLUTION: A first cylindrical member 2a is constituted as a winding pipe, and is formed into the approximately cylindrical shape by winding an approximately rectangular flat material by winding process. The flat material has a recessed part 21 at a corner part where a short side and a long side are crossed to each other. The recessed part 21a constitutes a positioning means on an end face part of the first cylindrical member 2a by winding process. The positioning in the rotating direction of the first cylindrical member 2a can be accurately and easily performed by engaging the positioning means (recessed part 21a) with an engagement projecting part of a welding jig.
