PROBLEM TO BE SOLVED: To make a makeup or care composition having smooth cream appearance and changing the appearance to power-like finish after application to the skin utilizable and make a composition exhibiting soft touch feeling when applied to the skin utilizable and make a composition exhibiting good retention property, particularly concerning sebum and perspiration after 12 hr after application of the composition utilizable. SOLUTION: The anhydrous cosmetic composition for makeup or care of the skin comprises an oil phase, amorphous gel polymer formed by polymerization of an olefin and at least one polyurethane powder.
