A system (202, 205) for workload placement among data centers (100, 252a-252c) includes a plurality of grid resource allocation managers (GRAMs) (254a-254c), wherein the GRAMs (254a-254c) are configured to obtain information from the data centers (100, 252a-252c). The system (202, 250) also includes an information service (222) configured to receive information from the plurality of GRAMs (254a-254c) and a broker (256) configured to receive an application request (258) and to determine resource requirements from the application request (258), wherein the broker (258) is configured to determine which of the data centers (100, 252a-252c) contains adequate resources to perform the requested application (258). The system (202, 252a-252c) further includes a co-allocator (224) configured to receive information pertaining to the data centers (100, 252a-252c) having the adequate resources, wherein the co-allocator (224) is further configured to select one of the data centers (100, 252a-252c) to perform the requested application (258) based upon energy efficiency characteristics of the data centers (100, 252a-252c).
