PROBLEM TO BE SOLVED: To provide a control apparatus and a control system wherein a control apparatus controls a device to be controlled via a communication network with high speed processing. SOLUTION: The control apparatus 10 is provided with a control section 11 for generating commands for controlling the device 20 to be controlled and a communication section 12 connected to the communication network 1 for making communication, the control section 11 being independent of the communication section 12, the control section 11 writes commands to a command register 12a of the communication section 12, and the communication section 12 detects the written commands as interruption instructions and makes communication with the device 20 to be controlled. The communication section 12 records periodic data transmitted from the device 20 to be controlled to a local data memory 12c, when a request command of requesting the device 20 to be controlled to transmit the periodic data is written in the command register 12a, the communication section 12 writes the periodic data recorded in the local data memory 12c to a data register 12b and the control section 11 reads the periodic data written in the data register 12b.
