PROBLEM TO BE SOLVED: To provide a packet transmission apparatus and a packet transmission method for suppressing a rapid change in transmission power by packet transmission so as to avoid deterioration in the communication quality of other users. SOLUTION: An AMC control section 106 determines a coding rate and a modulation system so as to gradually increase a transmission speed of sequentially transmitted packets at start of the packet transmission, controls a rate matching section 103 at the determined coding rate, and controls a modulation section 105 by the determined modulation system. Further, the AMC control section 106 determines the coding rate and the modulation system so as to gradually decrease a transmission speed of for a prescribed number of sequentially transmitted packets before the end of the packet transmission, controls the rate matching section 103 at the determined coding rate, and controls the modulation section 105 by the determined modulation system.
