PROBLEM TO BE SOLVED: To eliminate processing time at the time of a pause when there is no program update by performing saving processing of data only at the time of the program update, to miniaturize nonvolatile capacity by further reducing data quantity to be saved and to accelerate starting in information equipment in recent years in which program amount is increased under restriction of miniaturization and weight reduction. SOLUTION: This starting device of information terminal equipment is characterized in that a starting means 20 for performing starting control of a system judges presence/absence of the data update stored in a storage means 10, when it is judged that there is the data update, reads a program and user data from the storage means 10 and performs normal starting. The storage means 10 has a starting state information storage means 13 for storing the read data and a developed program, the starting means 20 reads the data and the developed program from the starting state information storage means 13 and performing starting when it is judged that there is no data update.
