PROBLEM TO BE SOLVED: To provide a tape binder which carries out high-speed processing in a simplified process, in winding a tape around an upper part of a bag filled with articles, and binding it into a pouch-shaped commodity. SOLUTION: First and second moving units 41, 42 which mount arm members for squeezing the upper part of the bag B in a neck shape and grasping it and move between a receiving position P1 and a winding position P2 are respectively provided on both sides along the moving direction a. A tape-winding device 43 which winds the tape around a neck of the bag B and binds it and moves between a waiting position P3 and an advance position P4 is provided. The tape-winding device 43 is made to advance from the waiting position P3, in response to the time when the first or second moving unit 41, 42 alternately comes to the winding position P2, so that a tape winding process is carried out.
