PROBLEM TO BE SOLVED: To improve durability of a torsion beam by suppressing occurrence of wrinkles when crushing a part of a pipe body in a radial direction to form a substantially U-shaped section. SOLUTION: A torsion beam W is formed through a pipe manufacturing process (a) in which a rolled steel plate 11 is made into a pipe body 12, a polishing process (b) for polishing the inner periphery of the pipe body 12, and a press molding process (c) in which a part of a pipe body 12 is crushed in a radial direction to form a substantially U-shaped section. In the pipe manufacturing process (a), the pipe body 12 is made so as to set the rolling direction of the rolled steel plate 11 to be substantially perpendicular to an axial direction of the pipe body 12.
