PROBLEM TO BE SOLVED: To provide a detoxifying treatment method for a heavy metal-containing substance capable of efficiently performing chlorination of the heavy metals, enhancing removal efficiency of the heavy metals and simplifying driving operation by avoiding complexity of temperature control, or the like, and an apparatus therefor. SOLUTION: The detoxifying treatment device for the heavy metal-containing substance comprises a throwing hopper 11 for feeding incineration ash 30 containing the heavy metals; a burner part 13 for heating the incineration ash; and a rotary kiln 10 having an introduction port 14 of chlorine based gas 32. In the device, the incineration ash 30 and the chlorine based gas 32 are heated in the rotary kiln 10 to chlorinate the heavy metals and they are volatilized to separate/remove them. The chlorine based gas introduction port 14 is provided at any one of positions from an intermediate part to a downstream part in a transferring direction of the incineration ash, a discharge port of a gas containing the chlorine based gas is provided near the throwing hopper 11 and a gas flow containing the chlorine based gas forms a counter-flow in the transferring direction of the incineration ash.
