PROBLEM TO BE SOLVED: To provide a form development system or the like which permits transfer of information related to development appropriately and efficiently between a provider side and a user side in the development of an electronic form, a WEB page or the like.

SOLUTION: A provider 106 or a user 107 inputs and changes setting information 110 on a GUI screen of a development server 101 or a terminal device 104. The development server 101 converts the setting information 110 into design data 111 based on a conversion table 112. The development server 101 or the terminal device 104 displays, on a screen, an image of a development form 109 based on the design data 111. Between the development server 101 and the terminal device 104, the development form 109 (the setting information 110 and design data 111) is transmitted/received through a network 105.
