PROBLEM TO BE SOLVED: To provide a target apparatus to receive a code stream and to obtain a usable data effectively. SOLUTION: A means to analyze the code stream and to decide a coding unit based on a buffer size usable by a target device is provided in a data processing apparatus to wavelet-convert an input data into a plurality of coefficients, to generate an embedded code stream to the coefficients, and to process a coded data of the code stream obtained by binary-entropy-coding the embedded code stream.
